"Protagonist" technically means the person whose actions drive the story, or perhaps informally it's whom the story follows. Neal and Lee's plan to drive Belinda out of the school is what's driving the story. They're the protagonists. It's an independent value from heroism, and our critic doesn't seem to understand

the fact that the show’s protagonists, Russell and Gamby, might not be protagonists after all, and that Dr. Brown, the object of scorn, is perhaps the real hero here.

I don't know why there's this read that says that thinking their over-the-top awfulness is funny, or even pitying them or being interested in them, is the same as rooting for them to destroy Dr. Brown.
