Statutes of limitations don't do anything but block cases with tons of evidence at an arbitrary time date.

Same way anything is proven - you file charges, bring whatever evidence there is, and see if you can convince a jury. If you can't, that's it. But the option should be there.

That's all covered by burden of proof. No need to add statute of limitations to a specific crime that has been documented as taking decades for memories to surface.
