Statutes of limitations don't do anything but block cases with tons of evidence at an arbitrary time date.

Same way anything is proven - you file charges, bring whatever evidence there is, and see if you can convince a jury. If you can't, that's it. But the option should be there.

That's all covered by burden of proof. No need to add statute of limitations to a specific crime that has been documented as taking decades for memories to surface. Doesn't mean everyone accused will be convicted. Nor that memories of one person will be enough. But the potential should be there for the victims.
