As I stated above to other commenters, the city is The Hague. The detention center is in the THE HAGUE, it is not in fact The Hague. Even your wikipedia article makes that clear.

The name of the city is The Hague, there is a comma after the name of the prison. They are right that The Hague is the city’s name, and the ICC Detention center is in the city.
