I would argue that the first movie was not a horror movie at all but an Adventure movie in the vein of other Spielberg flicks or stuff like Indiana Jones. It had this sense of wonder along with elements of horror and action. 

Plot: Old IMF agent turned bad shows up, Hunt’s team is framed and they go on the run, good guys are actually bad, etc. etc.

This idea that “strict licensing requirements” is some magic solution only comes from people who don’t get it (and assume that it won’t prevent them from driving). Without viable public transportation, people have to drive. Whether they have a license or not is not really a factor in whether they will drive.
