I feel like a lot of “the nearly eight million comments filed by e-mail addresses from e-mail domains associated with FakeMailGenerator.com” were actually US citizens that just didn’t want to use their real email addresses for whatever reason... maybe they didn’t want the FCC to know/have their real email address.
