I don’t have a point beyond likening your question to the British Raj’s position before the end of British rule in the Indian sub-continent.
Compared to American political protest, I don’t see the protest against the British Raj as an exception to just dissent. Satyagraha remains the moral bedrock of non-violent non-cooperation protest in the world today.
I’m just picturing your question as one British soldiers may have asked themselves when facing a satyagraha protest. Of course the British empire eventually learned that subjugating the non-violent protests for the sake of it itself as an end point was self-defeating.
