Except a 97 Civic uses first-gen airbags, which use rather crude (simple!) impact sensors to deploy airbags at full-force. Second-gen airbags (generally 99+) use accelerators to discern impact force and probably would not have deployed—and if they did, would have deployed at a much lower force level.
