This is based on the assumption that you can stop third wold nations from having kids like crazy. Realistically, we will give the third world better health before we give it population control measures. It would take a cultural change for places to stop having kids.

We're no longer as scared of overpopulation...wait what??? What scientist is not terrified of over population? Over Population is probably the number one threat to us aas a civilization over the next 100 years.
