No, bad developers were unable to optimize the game enough to have it look good and run on consoles. Obviously it wouldn't have looked as good as the demo but good developers would've definitely been able to make something way better than the final release.

Sure no one shows off the bad sides of games before release and that sometimes leads to misconceptions that the game is as diverse/innovative/exciting as the previewed portions suggested (Mass Effect 1, SW:TOR, Dragon Age 2...noticing a trend here), but information is still information.
