Given 2K gave him damn near a decade to run that studio, with no hint of anything concrete throughout that time, my bet is he ran the studio into the ground going full “autor” mode, and finally, like 6 years in, 2K gave him an ultimatum to start showing results, and he reverted to making what he knew.
Y’know, it super fucking sucks that Ken Levine killed Irrational and put a ton of people out of work because he wanted a smaller, leaner studio to do something different than Bioshock, and then the first fucking game he makes with that new studio is Bioshock in all but name.
