Technically, 8thman is correct in that a bicycle is not a motor vehicle... when not in use. Then, a person gets on to ride it. The rider is the motor, ergo, a bicycle in use is a motor vehicle and subject to pertinent traffic rules, regulations and laws.

Pretty sure that means “Leave your bike in the garage and drive a car”.
