There’s nothing in the steering to “lock up” and you don’t turn a motorcycle at speed by turning the front wheel. His brakes may have locked up because he was going too fast for the turn and decided to slow down instead of dropping the bike. Even so, given that the roadside was a brushy slope and not a rocky cliff…

Target Fixation =/= Steering Locked Up. By design and the laws of physics a motorcycle’s steering cannot “lock up”. Own your mistakes dude.
