I know this is an American thing, but I’ll never get over the fact that in the American cultural industry, depictions of violence and death is PG 13, but (legal!) drug use or some bare tits or a dick or whatever is not.

You are sorta right. If he was denying a clear scoring chance, it would still not be a penalty (like Guillermo said), but it would be a direct send-off (red card).
