They want it to be specifically about filming because they want an excuse to take away the recording device and to deal with people who are filming. I was wondering about this and security cameras on houses. Turn them to face the action before the officer gets within the prescribed distance, then let it to its thing. Technically, no human is recording within that space. And you can’t arrest a camera.

See, those are “people with a uterus.” If you say “women” they get excluded because they have a uterus, but are not women. If you say, “people with a uterus” every person on the planet who has a uterus is included.
