Why sue the city and not the police? Seems like a much easier argument would have been "police shouldn't have broken city laws to chase down traffic violations in an unsafe manner" than "one way street is unsafe when people drive the wrong way". 

Why the city and not the police department specifically? I'd think in this situation, unless there's some reason I don't know, a case against the city would be tough, but a case against the NYPD is a slam dunk. 

I mean, the comparison is more apt because you missed the part where police not only do nothing to weed out the bad apples, they actively try to find WORSE apples to cover the actions of the bad ones.
