I would disagree. For me, it would be more interesting for a stranger to the Quantum Leap project to “become Sam”.

They could counter this in the new series if they allowed the Leaper to visit other countries.

The script supervisor (and frequent writer) of the original QL was a Black woman.

As I see it, she was frequently bedeviled by Standards and Practices. For example, in the episode about the LA riots, they couldn’t show the police for who they were, instigators of the violence. (The Good Cop/Bad Black dualism persists,
