While I agree that the members of ISIS are absolutely responsible for their own actions, Saddam did keep a good lid on sectarian conflict during his reign. Knocking down the house didn’t help the situation any. Also we gave (or the incompetent Iraqi Army left behind) them a whole bunch of money and weapons.
