Even "safe" chemicals will require proper disposal. And once they've come in contact with human flesh they need to be disposed of in proper hazardous waste channels that are very expensive...
It's a sad way for things to change, but the change should be for drivers to actually take notice of yellow flags and drastically reduce speed. Imagine if there had been a corner worker between him and the back of that tractor...
