You raise an excellent point about the whistle blowers, but I think this is a situation where most people would be too pissed off at being unable to use the ATM to care what is actually being said.
What amazes me is that this group thinks that anyone will give a crap. Honestly, if I'm going to an ATM, I want to get my cash/make my deposit/whatever as fast as I can, and move on. All this would do is piss me off at the group doing this.

I have always enjoyed reading Gizmodo for years because the quality of articles written is very high, even if it doesn't always follow the tech theme of the site.

These guys take huge precautions when they go out. They have emergency procedures, evac plans, and are always within feet of a safe-haven. Usually, the camera op is in a shelter of some sort and the reporter only goes out into the storm seconds before they go on-air.
