I think he’s just a hardcore trekkie with money and Hollywood clout.
I get the feeling that doing a sci-fi drama was a passion project for MacFarlane, but Fox just sees him as “Family Guy $$$” dude, so they marketed it as a comedy to get eyes on and forced jokes into the first episodes. There seem to be fewer ‘jokes’ each episode, and turning into a genuine Trek style show.
It’s definitely not a comedy first and foremost. The all drama version of the show would literally only need to cut about five minutes per episode. The all-comedy version would need to be re-written and refilmed from the ground up. The plots are straight drama; the comedy bits are all added on.

And, really, who is to say that Thomas Riker wasn’t the original and William Riker isn’t the mirrored/duplicated transporter pattern?

I have a hard time taking you and i09's criticisms of this show seriously. After seeing the first two episodes, especially the much stronger second episode, I can’t shake the feeling you guys just have a hateboner for Macfarlane. He’s certainly not perfect, but I think it’s influencing how you’re receiving this show…
This was a fantastic episode, and the best so far.
Maybe we should send four people up in space to investigate. Four...um....extraordinary people....
