Yeah, unless that bar has capacitive buttons and actually has a legitimate use I will not buy the phone for this reason. It looks stupid. It looks like they didn't know how to design the phone properly. At least if it had capacitive buttons it would be easier to pretend that's why it is there.

Powerline Adapters inject a high frequency signal into the 120V high voltage wiring in your house. The signal then gets to the circuit breaker and propagates around the house and on every wall socket. Other Powerline Adapters in the same house just pluck out this signal and translates it to Ethernet again.

So here's how they work. The adapter half A (it's 2 parts) plugs directly into the wall near your router. You then connect an ethernet cable from the router to the adapter.
