They have caught on now and use license plate scanners. They still have to chalk to let owners know, but the system does all the work for them in a lot of places now.

At a beach town in RI with 2 hour street parking, the parking enforcement will chalk the time checked on the tires. If they check it anytime between 10am and noon, one quick swipe gets you parking until 3pm. If you get a noon check, swipe off the “1"

This. They don’t use chalk anymore where I live, and this equipment will definitely still mark the vehicle as in violation if they detect it on the same street, even if it moved. 

Have fun hooking up a tow truck to my super soaker mobile.

Or a motion controlled water sprayer that aims away from the tire so when the parking police come to mark the tire they get soaked.

Sounds like what you need is a remote control water sprayer directed at your tires. Isn’t this similar to what James May did on the volcano special so the tires wouldn’t melt?

It can both be cool and a dick move. I'd say it meets the criteria for both.

Bottle of water, napkins and/or wet wipes are standard equipment for parking ticket avoidance.

There seems to be sufficient spaces. Parking enforcement is there to make sure people can park, not to be a revenue source. If they want to make money, they can put up meters. 

And it would be different if they walked down and moved the car how?

Or they will mark your tire with chalk.  I worked at a place that had a 2 hour parking lot, and other than that the closest spot to park was about 6 blocks away.  To prevent from getting tickets we would just take turns going out and wiping the chalk off everyone’s tires every couple hours.  I’m sure the parking
