If a rule is written in such a way that no one knows how to correctly interpret it, of course application/enforcement is going to be an issue. If the rule was written clearly, it could be interpreted and enforced with some measure of consistency - and bad actors (refs making crap calls)…

He represents the owners. While you would think that the owners would realize that excitement more or less equals revenue - they are also old, opinionated white men whose idea of decorum aligns pretty closely with the figurehead that they chose to lead them.
