You can be fiscally conservative without shorting social programs. Fiscally conservative (should) just mean that the government spending is within it’s inputs, and isn’t accruing unsustainable debt.

You don’t even have to actually cut stuff that matters either. Audit the Pentagon. It’s never been done before. They can’t even SAY what they spend money on, because they don't know. Imagine the savings to be had by simply auditing it and cutting the worst of the waste.
