I agree. But if this is going to happen one way or the other, and it is, isn’t charging the people who take advantage of luxuries light years better than charging the general populace for luxuries they don’t take part in? I would say it is.

Isn’t most if not all of the Indianapolis tax money coming from tourism and use taxes on ticket purchases & other luxury taxes? So...not really coming from the citizens (per se) but those who come to the city for it’s robust convention infrastructure?
