I believe it was the Makah tribe with an assist from the Navy. The tribe still has whaling rights so I think they get a say in any dead ones that wash up, and the Navy helped with the towing and sinking. 

A couple years ago they got rid of a dead whale out here by "sinking" it and letting nature do the work. Then they went back and collected the skeleton for an educational display.
