I once took a taxi from a cruise ship to Caracas, Venezuela in about 1990 and at multiple points throughout the ~45 minute journey bands of 6-10 motorcycles crossed the road in front of us. When we asked the taxi driver he said "they were police chasing drug dealers". We never saw anyone in front of them though!
