Moffatt may not have cast a woman in the role, but he has laid some groundwork with the Master reappearing as Missy. There is now an in-universe precedent that Gallifrean/Time Lord gender isn’t set between regenerations. And a possible in-universe explanation as to why it took so long - the Master exceeded standard…
