I'm a little reluctant to go super far with calling this gender bias—isn't it really more of a species bias? After all, human women don't have any obvious method of "cryptic female choice," so I'm not convinced that even if biology was totally dominated by women we would have figured this out any faster.

You can try castor oil or some of the fancier lash/brow growth serums, but if it's from over-plucking sometimes the follicles are gone for good. While you're waiting, just fill it in with a brow kit/brow pencil/eyeliner or eyeshadow in the right shade.
