In discussing any “problem”, we must first be sure we have defined the parameters (cause and effect) of that problem clearly so we’re all talking about the same thing. What is the NBA’s draft intended to accomplish, does it do that, and, if not, is there a better method to accomplish that goal.
Make the draft completely random. For extra spice, don’t do the lottery until the televised draft itself. That removes any incentive to lose intentionally (you could be drafting a franchise guy or 7-foot, 215 lbs 17 year old from Estonia who you’ll have to stash overseas for a few years).
