Am I missing something here? Once the officer (or his/her superior) finds out that this has been posted, can't they launch an investigation and bust every last one of them?

I never thought of Herbie as being bi-polar - I always thought that Herbie had more of a child's mentality, which made the film really accessible to me as a kid. His behavior is very much in line with a 4 year old's.
