Anybody can get some degree of special treatment if they ask for it; it’s called protective custody. On top of that, yes, the state can make a decision concerning the safety of a particular inmate, such as a cop, if there is a high likelihood of that inmate being harmed or killed by other inmates.

Well... if you have significantly more people that prefer to stand, then the walking folks take up a more sparsely occupied half of the escalator, thus allowing less total capacity in that scenario as opposed to an escalator full of people standing.
