Yes, but it was installed by Apple. Android doesn't include this, and is installed through carriers. Google didn't have a hand in this, but Apple did. It's just that Apple was nice enough to give you the option to disable it.

Being an owner of a G1 I can tell you that Gingerbread had the same issue. It's mostly the graphics processor that's the limiting factor. Since Gingerbread and ICS both like to use a lot of animations through the GPU.
