Very much this. That’s why physical copies of games generally get better discounts on Black Friday compared to digital. Retailers have more control over physical pricing whereas developers/publishers have more control digital pricing.

It can vary one way or the other, but the main difference is that physical is a buyer’s market while digital is a seller’s market.
