Hands down the best choice is a Wrangler. $3500 is a magic number for Wranglers, quite a few good quality YJ's around for that price. $5k can get you into TJ territory.

I've gotten no less than 7 people to buy the 2007-2009 Honda Civic Si Sedan. Its a great family car, still gets good mileage, and is a very fun car to drive.
