I can see why people are confused, assuming we're correct. There's some unintentional misdirection with the Doctor analysing the footage being recorded by the monsters, which can leave one with the impression that's part the footage broadcast and/or the Doctor has the footage broadcast. Making it look odd he feels

I'm pretty sure the "footage" is what was broadcast , and, as a story device, we're watching it as if we were watching the broadcast. So the Doctor has nothing except the knowledge the monsters were recording.
