The thing is, “savage tribalism” is a racist stereotype. Placing European-centric races as the “good” and “civilized” races is a racist stereotype. Basically, Tolkien’s depictions of European vs. non-European races was stereotypically racist, and D&D derives a lot of its material from Tolkien-based fantasy.
