Hiram is certainly a candidate for the person contacting Betty, whether he is the Hood, is behind the hood, or has nothing to do with the Hood.
If the two different letter-writers information is accurate, I absolutely believe that Betty is receiving letters from Hal and that he is not actually the killer. He’s just using the opportunity to gain some power back in his family.
