When one acts in a behavior that would be associated with a monster (stalking, terrorizing, threatening, or possibly murdering) it does indeed make them a monster. It's not just a lazy or dumb move; these people willfully choose to hurt another person because they like it.
By avoiding calling it monstrous behavior—- because it truly is— it lessens the social impact by saying "well they are humans too". Don't pull punches for shitty behavior. Anything less is unacceptable.
