You are spot on. Flight control system design almost always has cross channel communication with independent sources of data providing input. My only conclusion is that they considered this system secondary during certification and not essential to airworthiness. They made some poor assumptions on its implementation…
Could it be that the cats spring rates are calibrated for the car to be loaded (driver and fuel) and that it currently sits unloaded? Since in a car like this the driver takes up a much larger portion of the overal weight of the car the spring rates cause a geometry shift in the suspension before and after the driver…

The problem isn’t the size of the surface (although a 10 ft section is by no means small) but the location of the hinged section. A failure of one wingtip could cause asymmetrical roll to the aircraft, and since its at the very tip of the wing that’s a huge moment arm affecting the roll.
I was eating lunch outside at the time so I’m not sure about the power. Supposedly some nearby buildings lost power close to the crash. I didn’t actually hear the crash distinctly but there’s a lot of noises around the airport so you tend to tune it out.
I work about a mile away at the airport. Saw what is presumably the C-130 in question taking off. Looked normal on take off. Saw smoke about 5 mins later. Information coming out slow locally.
