NASA has no plans to replace the ISS. The best they have on the books is Lunar Gateway which would be MUCH smaller then the ISS and have a very different mission. It would be in orbit of the moon, not Earth and would be used as a way station for moon landings.

Yes, the ISS will still function if the Russian segment is disabled or even removed, although some functionality will be lost.

I think the problem is that most people think “plausible” means “the CIA definitely shot JFK” and not “that seems like the sort of thing that could happen under the right circumstances but probably didn’t happen here.”
