Flip side, I for sure would have gotten into a lot more trouble with a van at 16. 

Well, there’s always some measure of that, but I understand that basic work is more likely to go to an appropriate level worker. In my experience (as a customer and someone who’s worked at multiple dealerships) I’m more likely to have a good tech at a dealer than a quick stop place.

Part of the benefit for the manufacturer/dealer is that the free maintenance is a compelling reason to go there for maintenance. At least once a year you're there where they can pitch you either a new car or services (or both!) 

Its enough with my 2019 and it gets me back at the dealership where I spend the wait timehinking of buying a new car instead of wondering if the jiffy lube tech actually put the oil in. 

Just writing checks for people isn't the point. To be good, the govt needs to be good at ensuring that the money they're spending is being used in the most effective way possible.
