I think (think) the reasoning is: if you are the only breadwinner, this amount should let the two of you retire together. If you both work and support the family together, use your total income and focus on the total savings matching these volumes.

And... I'm a moron. After you've created a contact (or one you already have) if you EDIT it,the menu on the edit screen allows you to 'send directly to voicemail.'
One feature of Contacts has sadly disappeared. You can't make a contact go directly to voicemail any longer - it was perfect for those "you won a boat" scams that ignore DNC lists. (And for relatives you'd rather deal with on your own schedule!)
