Between 40 and 90 pretty well describes it. It's that way mostly because all of the large cities—Portland, Seattle, and Vancouver—are sandwiched between the ocean and the Cascades. The ocean has a huge dampening effect.

Unless you're comparing it to Florida, it's not cold here. It rarely ever drops below freezing, and it'll snow maybe once or twice a year, and usually melts off in a few hours. When it does, the locals have no idea what to do. Portland basically shuts down altogether when it snows. I leave my windows open all year
