Fiber glass has all of those characteristic except for the carbon absorption, renewability and being cheap.

That being said, wood in trees definitely absorb more carbon than wood in walls and windows and glass can be easily recycled.

Quite stupid actually.

What’s the point of having transparent wood over glass? Glass is anyways clearer and if you want it for the durability, you could just go for fibreglass, of which there are various transparent and clear types.

Also, ye don’t have to go over the trouble of cutting down more trees and all.

Is it mediocre quality or mediocre maintenance? Or is it a combinate of both?

A large & important system can’t be THAT bad unless it has serious issues regarding management or infrastructural quality in someway or another.
