It was apparently set during after the events of Arrow 3x16 but they messed up the schedules. It still doesn't make sense though because Felicity didn't know the suit worked before Ray idiotically decided to go after Oliver and Oliver kicked his ass.

The weird thing is that they made crazy amounts of references to Kord in the past and Kord industries even shows up in the season 2.5 comics so it's a little weird that DC would withhold him.

If he was Ted Kord, the self-centered-asshole-with-a-golden-heart would have made sense, but instead they made him a nerdy creep who is said to be amazing but has yet to be seen as one. Everyone talks about how amazing he is on the show but I've yet to be convinced.

They're bringing out all these awesome characters from both shows to accompany him but I'd rather have him out and have a show based on everyone else. Hell, I'd watch the hell out of a show about Captain Cold making lame puns for 43minutes every week.
