The only way to use rest mode right now is to shut down the PS4, then turn it back on, and as soon as it loads the main menu, enter rest mode. THAT will work and you'll still get your automatic updates and charge your controllers. For now you'll have to do that if you want rest mode, otherwise just shut down.
