There are actually a fair amount of grow operations that get busted from individuals running up huge electrical bills. If you’re consistently using too much power, the power company will shut off your electricity until they can inspect your residence, and when they find your servers it’s game over.

It’s enforceable because the city gives the miners a discount for being there. However, that discount has caused the prices to spike for everybody.

Are you dense? Underground? Really? Good luck hiding massive use of electricity.

Except in this case the city subsidizes the miners’ electricity, so that they aren’t even paying for what they’re using. Instead the people living in the city are paying for the exorbitant amount of electricity used for mining.
