Same here. I'v always used ~ to describe "about" or "approximately" because there is no "≈" on my keyboard (had to copy and paste that from your post). Same with "!=" for "not equal to" by that could be just due to my programming background.

For me and a lot of other people I know ~ is always used to signify "about" as a quick access replacement for ≈, like "whats the temp gonna be this weekend?" "~40 deg". I've never seen it used as described above.

Now we're getting into the joys of rocket science. Yes, hydraulic systems are usually closed systems, but that's more mass-intensive than having an open system that just doesn't work for very long. SpaceX is taking the light-but-short-lasting approach of an open system that runs through fluid quickly.
