Even if you don't hold Sansa responsible for Ned's death she is still responsible for her own capture and Arya "disappearing". If she hadn't run to Cersei the queen wouldn't have known of Ned's plans and it all which would have caused everything to play out differently and Cersei wouldn't have had Sansa as a hostage

I don't think she's a bona fide player, at least not yet. The biggest difference between Sansa and Arya for me is that Arya has learned (and very quickly) to act despite her fear and Sansa still acts from fear.
